Board Member

Larry Kocot retired from KPMG LLP, a global professional services firm, in September 2023. He was elected to the WPS Board of Directors in October 2023. Kocot was a Principal and National Leader for KPMG’s Center for Healthcare Regulatory Insight.

Kocot is a thought leader and expert on regulatory and policy trends driving healthcare transformation, industry convergence, and the evolution of healthcare payment and delivery. Kocot has provided advice and counsel to companies on corporate strategy and regulatory matters relating to public health care programs such as Medicare and Medicaid. Kocot has also counseled organizations on the development and formation of Accountable Care Organizations and other alternative payment arrangements. Additonally, he has led successful government payment and delivery initiatives, including running technical expert panels (TEPs) for new payment models under contract for the Center for Medicare and Medicaid Innovation (CMMI).

Prior to joining KPMG, Kocot was a Visiting Fellow in the Economic Studies Program at the Brookings Institution and Deputy Director of the Engelberg Center for Health Care Reform at Brookings. He also practiced law at Epstein Becker Green, PC, and Dentons, US LLP.

Kocot served as Senior Advisor to the Administrator of the Centers for Medicare and Medicaid Services (CMS) at the U.S. Department of Health and Human Services. Notably, he was a key member of the management and operations team responsible for pharmaceutical, pharmacy, and pharmacy benefit management (PBM) issues, including the launch and operation of the Medicare Prescription Drug Benefit (Part D). Kocot is currently a member of the Commonwealth of Virginia Board of Pharmacy and previously served as a member and chairman of the Commonwealth Health Research Board in Virginia.

Kocot holds a bachelor’s degree and a Master of Public Administration degree from University of Massachusetts, and a J.D. degree and an LL.M. degree from Georgetown University Law Center. He holds bar admissions for the District of Columbia and the Commonwealth of Massachusetts.
